Camusso,Peru box ,interesting engraving on lid?

Hi Members
This Camusso ,Peru silver box has interesting engraving,translates something like Navy war Venezuela,counter Admiral Botser.
Would anyone know what this may be referring to?
what would be rough age of box ,has to be after 1933 when Camusso was founded.
seems to be an earlier mark (not the earliest)

The inscription reads and translates to:
Marina de guerra de Venezuela al contra-almirante Botser/Venezuelan Navy to Counter/Rear Admiral Botser
Rear Adm. Avraham Botser, became a Commander-in-Chief of the Israeli Navy around 1968
Avraham Botser name in Hebrew אברהם בוצר translates to Avraham Botzer, Botser, Butzer or Bozer

Many Thanks for all the amazing information re the previous owner of my box.
not sure how you managed to find the letter about his life? Very very interesting,great work very much appreciated.

I did look for info on Admiral Botser ,no luck.
When I first saw this box it was a bit dented on the top (I managed to flatten and improve) The interesting engraving is what attracted it to me.
not a super box ,still 925 grade with interesting history.

after all my excitement re your previous post,I have noticed the engraved name on the box is Botser ,with an S and not Z.
Do you feel it is the same person and just a spelling error? or another person completely?

Also Venezuela does not seem to get a mention in his bio.
