Unknown Hallmark on Some Sort of Spoon *FIXED*

Hello all,

As the title states, I have what I think it some sort of bon bon spoon and after examining the piece, I could only find this one hallmark that I have not encountered before. Any help to what the use of the item or what the hallmark is would be greatly appreciated!

Silver ornate sifter/caster spoon. The single mark, I believe to be a partly struck Portuguese silver hallmark, the eagle head for Lisbon, missing its standard number I or II, for small silver work, used 1887-1937.
