Gilded bronze cutlery

This coat of arms is engraved on some gilded bronze cutlery from the first part of the 18th century, I believe. It certainly belongs to a prelate, I think of a modest level, but the number of ribbons is not clear.

It is therefore unlikely to identify it.
In the book "Historische Bestecke" a very similar set of cutlery is considered, doubtfully, to be of French manufacture.
From the type of engraving, can anyone confirm this hypothesis or suggest others?
