Mexico eagle 17 pre-1948

The pendant in the photos linked below is a family heirloom, acquired (as best I can determine) sometime 1897-1903 when my great-grandparents, on a train trip to California, took a side jaunt on horseback from Grants, New Mexico, to the Acoma Navajo Reservation. That would mean that the "eagle 17" is much too early to be part of the eagle system instituted by the Mexican government in 1948, and indeed earlier than Antonio Pineda was born.

I did search the site (and elsewhere); that's how I heard of Antonio Pineda. But I'm new to hallmarks. I understand the 925 and the Hecho En Mexico, but I haven't succeeded in learning anything about the eagle-17 or the MS. Any information or suggestions appreciated!
