Sugar tongs, who is the maker?

This beautiful sugar tongs is part of my collection, but it is marked with for me unknown hallmarks. Can anybody help me with the maker / country where it comes from? Many thanks!

Your sugar tongs come from France, marked with Minerva for 800/1000 purity. For the maker look for another mark.

The second mark on your sugar tongs is a Belgian Import & Duty mark, for large silver items Gothic letter E for Étranger=foreign, in circular frame shape, used til 1869.
