You would have expected the marks on the inside of the buckle. Here they are in full view, perhaps that is why the marks have been embellished.
To me, the maker's mark appears to be a stylized L with a dash in the shape of a comma.

Definitely unusual stylized marks. Finland came to mind, the Finnish crown? "I stand to be corrected"

Hi, it could be Hanau style pseudo marks. For example the crown mark, this type of crown is characteristic of J.D. Schleissner and Söhne, but could also have been used by other Hanau silversmiths. Hi Juke, is it an inkwell or? The marks seem fake to me. What could be the meaning of the mean looking dressed and armed rats. I've seen rats like this before on counterfeit Russian silver.

Amena is right it appears to be the mark of Alignani, it also explains the absence of the national German silver mark, crescent moon and crown.

Lion rampant for Gebrüder Deyhle, Schwäbisch Gmünd.

According to this Deyhle mark, the item dates from the period between 1886 and around 1920. After that, the lion was no longer shown in the frame
