Newbie unsure about seemingly ''odd'' hallmarks

Hello everyone!

I am tempted to buy this item but I find that the hallmarks are a bit odd. I would have liked to see some typical indented hallmarks like all my other silver pieces if that makes sense. Also, there's no maker's mark.

This piece is heavy at over 3 kilograms. Sure it is large and may be thick, but silver is lighter than base metals.

I've been fooled by similar lion passant images in the past, where the piece turned out to be magnetic.

As little as I know of English silver, I rule out that it is Sheffield silver. And I would be inclined to rule out that it is solid silver.
