Hello! Can anyone help identify the master and the years of work? I think it is Spain

It could be the Berlin silversmith HUMBERT and the A for the second assaymaster B.G.F. Andreack 1819-1842. The first assaymark, the Berlin bear with a letter is lacking.

Please tell me why this is so: there are stamps of two masters on one product?
