Unknown hallmark, "JB"? Script repeating on silver candle snuffing scissors

Any help is appreciated with this item, thanks. I am not sure of it's purity or origin so forgive me if posting in wrong place. But I think it's European of some kind.

::::: Is Swiss Silver sometimes "triple marked" with three marks of the maker's mark? :::::: I think I remember reading that somewhere but I defer to the experts in Swiss Silver on this point. ::::::::::::



:::::: The above mark might not quite match, but this silversmith was a prolific maker, and even though the example shows the Arms Of Bern, is it possible that he had a "triple mark" somehow as well? ::::::::::::::::::

::::: If that first theory is incorrect, I'm thinking about Denmark because I believe they have a "triple proof" tradition that is sometimes expressed in three marks on the silver object? :::::::::::::::::::::
