I think your cup is of Israeli origin. Believe the three letters that follow the '800' are Yiddish, reading right to left, the sound would be 'kh' 's' 'f', one of the Yiddish words used for silver is 'kesef' so I feel it is likely that the mark within the oval translates to '800 Silver'.
Hopefully a Yiddish speaker can confirm/deny the above.
