Lion & Eagle

I have a Sterling silver spoon with an engraved '1906' date.
The marks are: lion rampant; eagle; letter "R" inside a shield.
Under this are the words: "PAT.APPLIED FOR"
I would appreciate any thoughts on the maker, date and even country.
