Can someone please help with id of this item?

Hi,
This item belonged to my dad who used to like digging for bottles and pot lids. I am led to believe this was also something he found or dug up along the way but am not certain. He did clean this part but there are two other small segments missing on pictures that he has not cleaned.
It looks like a belt? with the other 2 segments it would measure aprox 36 1/2" long and each link is 1 1/4" in width and height.
The buckle has a Crown with the letters H and L in the middle, could this be a makers initials? The only other marks are hard to take a picture of but they look like small circles with two lines going through them, there is one on the buckle and one on the clasp. I have no idea of whether this is silver or silver plate although it looks and feels like sterling of some sort, perhaps foreign?
Can anyone help this mystery of what exactly this is and what are the marks?
