(SYMBOL) THEN HH 90 HOLLAND - Help Identifying Maker & D

I have a nice Souvenir spoon depicting the American Bi-Centennial.
I wonder if anyone could help me with the Maker and Date.
I also don't know what the 90 means. I'm guessing it has something to do with the quality of the Silver or Silverplate(?)
Does the HOLLAND mean it was made in Holland, or is it something that a particular manufacturer uses?

Just to clarify a little,
The first symbol sortave looks like a knights helmet(?)
the the letters HH are within the rectangle with the pointed ends.
Then the 90 and then the box with HOLLAND

The image is very blurry, but the maker could very well be Hendrik Hooijkaas, Schoonhoven, The Netherlands.

Looks like silverplate by Hooijkaas to me too, they've produced a lot of souvenir spoons for various countries.

Hi, I do know that 90 is a silver plating standard number. Sort of like we have silverplated, triple plated and quadruple plated, they have 80,90 and 100. So it is a mid grade silver plated spoon.
