Safely removing paint

I have a Wm Rogers plate someone in the past apparently thought would look nice painted like a bloodstone jasper, At least the top side of it. Anyone know a safe way to remove the paint without messing up any more of it. Chipping doesn't seem to be a viable option. I tried some silver and silverplate tarnish rmover from a well known jewelry supplier and it didn't appear to do much to it either. Any and all serious help will be greatly appreciated.

Any idea what kind of paint it is? Oil based or water based?
