Help needed dating Tiffany & Co Silver Soldered piece.

I have a 5 piece cruet set that is unmarked with the exception of the base/holder. The following is a pic of the mark on the base.



Since I am not familiar with silver soldered I was not sure if the pattern/date table on this site applied to this piece.

Also - anyone know what the S mark represents (Soldered seems too obvious).
