Sugar Tong - M.MISA + French Swan Mark

Hello everyone,
I’m researching the origin of a sugar tong and would be grateful for your insights. It carries two hallmarks:
• M. MISA
• The French swan hallmark

From what I’ve learned, the swan mark was introduced in 1893 for imported silver watch cases, later used as a so-called chance hallmark (from 1902 onward) on any silver object without a legible French hallmark.
The symbol behind swan’s head could help narrow down the import details (Paris or regional departments).
Any additional information on the “M.MISA” mark or the swan’s departmental identifiers would be extremely helpful. Thank you all in advance!
