can anyone tell me about this spoon and master please its little hallmark bison on oval thx .

Your spoon is newly made and not old/antique. It is from Kostroma and made 1993. Unfortunately I don't have any registers of modern makers. Wait a moment and somebody here will tell you who it is. Of course it is silver in the fineness of .925. Rather typical Russian spoon.
