Double Fir Tree hallmark

Hi everybody.
I've come across this pretty distinctive hallmark many times, and have not been able to find it either on line or in the books, it's a hallmark showing two encircled fir trees (are they fir trees?) as seen in last image. I find it usually on nice quality Mexican silver pieces. Maybe anyone know what this mark means?

The name Juan Sandoval Vasquez appears to be connected with the 'Two Trees' mark.
