Help with identification

Hi, I have found a fish slice and can not tell if it is silver or silver plated (it’s obviously very tarnished). I have tried to find the shield marking online but have had no luck. Can anyone please help me with more info on this item?

It is electroplate as shown by the EP mark. The first letter of the manufacturer's mark is missing/rubbed - the mark would have been [JB] [&] [S] for Jonathan Bell & Sons of Sheffield.
