Albion Silver is a silverplate trademark used by George Shadford Lee and Henry Wigfull (Lee & Wigfull) Sheffield, England.
They used this trademark from 1879 to 1900.
The anchor is just a psuedo mark, it has no meaning.
The S stands for Sheffield.

Regards,
Pat.
