Spoons marked 12 Löth and the letter M

These four spoons each measure about 23 cm. They are engraved on the handle with a goat (or is it meant to be a hart?) holding a heart and the motto Qualis ab Incepto:
Is it possible to say where these spoons were made - and when? They are marked with 12 Löth for the .750 silver standard, and the letter M:
