Hello

Here are some comments on the coat of arms you show:
-Yes, the style of the object appears to be French.
-To determine age and place of manufacture definitively, please show all the marks.
-This appears to be the coronet of a French marquis.
-There are 3 orders and/or decorations shown on ribbons below the coat of arms.
-The first is either the order of Saint-Michael or the order of Saint-Louis (predecessor to the Legion of Honour). To determine which it is, you’d have to sharpen the image to show what was in the middle of the arms of the cross.

Good luck with your research.

Regards.

Most likely: Niklaus Leodegar Franz Ignaz von Bachmann-An der Letz (* 27. März 1740 in Näfels; † 11. Februar 1831 ebenda)

"After the War he received the Grand Cross of the Order of Saint Louis (France), of the Order of Leopold (Austria) and of the Order of Saints Maurice and Lazarus (Sardinia)." - Those seem to be exactly the orders engraved in the spoon.
