It is pocket watch chain fob, most probably made and attached to a Swiss watch. Due to huge export to many countries, the Swiss marked their watches with various European silver marks, including German crescent and crown and Imperial Russian 84 in your fob. Not uncommon.

Looks like the fob (pendant) was made from pocket watch case (cut off serial number).

My mistake, it is 56 for 14 K gold (.585 or more percisely .583). For Germany it would be marked with crown.

::::: People turned gold coins into love tokens and some of these were altered such that they could be worn as a necklace. :::::
::::: I'm not sure why this couldn't be considered in the category of "love tokens" rather than being a watch fob. :::::::
:::::: I've never seen a pocket watch altered into a pendant or a watch fob like this before, this is the first time I've seen this. ::::::

Paul Moser watch mechanism was broken beyond repair and the case was used to create a pendant.
He was known to have exported to Imperial Russia, so it`s before The Great War, turn of 19th century or so.

:::::: The request for more information about the squirrel hallmark I forgot to add

The Swiss Precious Metals Control Act of 23 December 1880 with a subsequent executive order (17 May 1881),....There is no way to determine the exact year of the fob (pendant) but Items marked with the squirrel symbol introduced in May 1881 have the compulsory mark of the squirrel and appears on Swiss watches with gold cases. I'm not sure exactly when the squirrel hallmark ended, I think it faded away at some point in the early 20th century, but I can't find the exact date that the squirrel was officially phased out, or if it was ever officially phased out by decree. Probably the squirrel vanished just prior to the First World War.
