Hi,
Exactly the same mark with different year (end 18th century) is in Tardy for Troppau today Opava in the Moravian-Silesian Region of the Czech Republic. Your mark is 1803, close enough to the mark in Tardy; everything else is the same - Loth fineness on top and an eagle between year digits, then extension of the mark on lower side with a letter T.
In a word, there is no doubt it`s OPAVA Czech Republic, part of Austria- Hungary Empire at the time.

This is Troppau mark number 9379 from Rosenberg Rosenberg, Marc Der Goldschmiede Merkzeichen Frankfurt a. M. 1928 (volume 4).
The mark was used 1789 - 1806, meaning it`s matching your mark.

A rhombus shaped mark on top in the middle is re-mark (Repunze) for small articles introduced by the emperor at the time. Try to identify the letter of the assay office.Troppau assay office letter code is not documented as far as I know, it could have been assayed elswhere in the nearest assay office. The Assay Office codes were: A Vienna, B Prague, C Salzburg, D Lemberg, E Cracow, F Brunn, G Linz, H Graz, I Klagenfurt, K Leibach, L Trieste.
Thanks.
