I believe your glass holder is Russian and is called "podstakannik" which means "under the glass". It's a tea glass holder. What appears to be MHU are actually the kyrillic letters MNZ which refer to the material it was made of, a copper, nickel and zinc alloy. I have read that between 1977 and 1985 tea glass holders were silver plated.
The bird mark has been described as a wood grouse. Below the bird is usually the letter K. That is the logo of "Koltchuginski Savod" in Koltchugina (Russia).
