Help with deciphering marks on Sampson Mordan Salt Cellar

Hello all - I have two identical heirloom salt cellars that I'm in need of help with. I can discern several of the marks: Sterling, made in London by Sampson Mordan (maker is educated guess; the letter forms seem different, though). It appears the date mark puts it at 1908, although the shield looks slightly different.
Can anybody tell me what the profile mark might represent? If this item was produced in 1908, this mark shouldn't be a duty stamp.
Also, are the serif letters and ornament significant of something, or just simply an engraving?
