Hi,
They are Polish; the mark with 925 has female head in profile on the right and letter P above 925 for Poznan assay office.
Modern production after 1986.
White eagle is part of Poznan coat of arms.
Another spoon has Krakow coat of arms (there are several Polish towns with three towers but Krakow has white eagle at the gate).
