Ladle with wooden handle ca 1800 or earlier: Mark GOL or GOI

This either a late 18th or early 19th century ladle in the federal style. The ladle measures 14.75" long overall. Its hand wrought fine silver bowl measures 2.44" x 3.25" wide and is pinned to the silver shaft. The shaft has punched Hallmarks which appear to be GOI or GOL with a symbol preceeding it which is not clear (may be an eagle - see image). The turned wooden handle has an ebonized dark finish and is nearly 7" long which is pinned to the silver collar on the handle. The bowl has a hand hammered circular gadrooned pattern with a folded or rolled over rim and it is also pinned to the handle. The shaft of the handle seems to be silver bonded to copper to improve strength on this very long piece.
If anyone can identify the Maker from the hallmarks shown, it would be a big help. Thanks.

Could this be a Baltimore 10:15 purity mark, where the 15 in small and either filled or worn?
