Can anyone help me identify these marks? I'm a newbie!`

I inherited estate items from my great-aunt, who had things belonging to her mother, a German immigrant in the middle 1800's. This piece was among them and I was always told it was silver. Now, someone has raised doubt about whether it is silver or plate. I do not know anything about reading the markings unless they're clearly marked sterling or 925. If anyone could please help, I would greatly appreciate it! everdan in Texas

While neither time nor place of manufacture can be assured about your piece, Elizur G. Webster went into partnership with his son, Fred H. Webster, in 1886, forming E. G. Webster and Son, New York (NY) and Brooklyn (NY). Elizur died in 1900, and the firm was continued by his son until 1928, after which the company was sold to the International Silver Company.
