Nuremberg or Hanau?

There are only the "N" and "13", no makers mark.

Gebrüder Gutgesell (Hanau) also used the N.

What do you think? Is it more likely to be Nuremberg or Hanau?

Hi,
It is Hanau:
1. There are numerous Hanau items marked only with N and 13 without maker`s mark.
2. Looks like typical Hanau fancy grape shears (?).
3. Overall Hanau aspect

Have not seen lion like yours, and besides, the tip looks like if it was meant to pick up something.
