When a "silver" knife says "STERLING HANDLE"

So, I recently purchased a set of (used) sterling flatware, and a knife also came with the lot. The blade of the knife says stainless steel on it, but the handle says "STERLING HANDLE." Now I know normally supposedly sterling knives have packed handles, and the actual silver weight is not much, maybe 20% or so. This knife weighs about 60 grams, which is in line with (packed) silver knives. But what threw me is that it specifically says "STERLING HANDLE" on the handle itself. Does that mean it's not actually packed? Thank you in advance.
