Edinburgh Glasgow Thomas Eerr Ebbutt sgian dubh date?

Hello please help me identify the date on this dagger. The hallmark is rubbed off so I'm not positive on the date letter. It looks like the b from 1883. I am curious on why it says "Made in Scotland". I didn't think that mark happened till earlier in the 20th century. I know it has an ebony handle in leather sheath with sterling fittings. The handle and sheath has Glasgow hallmarks I think. With 6.79 carat citrine in pommel. Thank you for all you help.
