Help identifying a Supposedly London Hallmark

I recently found a 4-piece tea set with the following marks. I checked the name of the silversmith "TB&S"; they are probably called "Thomas Bradbury & Sons". However, They are from Sheffield instead of London as indicated by the uncrowned leopard head. I found some other hallmarks from TB&S with standard Sheffield marks, but nothing like this. Any suggestions? Thanks!

Then, and today, many silversmiths registered with more than one assay office for a multitude of reasons.
