Need Help in Identifying Maker's Mark on Sterling Bell

I think that this is an American maker, but I can't make out the mark due to a light strike. It looks like H in a flag, maybe P or R followed by an S in a flag, but I'm not even sure of this. Any help would be much appreciated![/b]
