Not sure what these sterling pieces are

These tiny bowls measure about 1-1/4" in diameter at the top. I received them together, but only one is marked sterling, along with a "3". They have some type of other metal or coating inside the bowls -- copper or gold colored. Any idea as to maker and/or piece type?

Hi,
Small open salt and pepper cellars with gilt interior.

Number is not relevant for identification, and if marked only with sterling we`ll never know who made them (unless exactly the same cellars are encountered bearing more marks, but even then the attribution would be questionable).
