Is it Archangelsk ?

Hi,
Not a perfect mark, not a perfect image of Michael the Archangel (изображение Михаила Архангела) but no other Russian mark is even close to it.
In newer version of the mark of Michael the Archangel -standing - (1880 - 1890) the image is significantly shorter (see pictures).

In my eyes yes it is, what else could it be? How about the maker's mark, does it give any clues?

Maker`s mark is totally rubbed off.
As you said, what else can it be ? Not even close to anything else.
