Small 3" Bon Bon Spoon? Joseph Taylor 1816?

I believe this 3" piece appears to have been made by Joseph Taylor in 1813 if I am reading the hallmarks correctly. The date mark, an "s" with serifs, has a similar look to both the 1790 and 1816 marks, but the maker "IT" seems to match Joseph Taylor, who began making pieces in 1813.

So my questions are:
1) What is the piece type?
2) Is the maker Joseph Taylor?
3) Is the date letter the 1790 or 1816 variety?

Birmingham 1790 and 1816 hallmarks, which use upper case S and lower case s respectively as date marks, are (in my view at least) impossible to tell apart. In addition there were several IT makers' marks spanning the period so there will always be room for doubt. Joseph Taylor 1816 seems as good an attribution as any.

This sort of spoon is normally termed a caddy spoon.
