Yes Egyptian it is. Silver fineneness ٩٠٠ or 90/000 or 90% pure silver, assay office Cairo. Lotus flower, Egypt's national country hallmark for silver used 1946-2005. Year letter used during October 1989- September 1990.

Date letter more likely 1989, although the first time this letter appeared was 1942.
