Silver Coin Holder

I have a silver coin holder.
The hallmarks are quite clear on the inside cover.
Sterling Silver, Year letter "X", Birmingham Assay, L & Co Sponser.
So 1897, by Lucas & Co, Hylton Street, Birmingham, I believe.

What puzzles me is the actual coin holder itself (which can hold modern penny coins, nothing larger).
It is stamped Sterling Silver, with year letter "O" but nothing else.
I would guess that the coin holder is a later addition into the case.
Does anyone have any thoughts please, especially about the date and origin of the coin holder?

The holder mechanism has been replaced for some reason, but probably like-for-like. It's actually made for half sovereigns which are about the same diameter as a modern penny.
