Maker's Mark? 3 with pie crust shaped edges?

I've tried to find information on these marks, but haven't had any luck. 3 marks of the same design with differences in each one. The mark in the middle of the trio looks like there's a C in the center; I can't make heads or tails out of the other two.

I'd like to know the maker and any explanation of why there are 3 marks, plus any information about the differences in the designs.

I haven't had any luck in finding this makers mark. I've searched and searched. I'm hoping someone in this forum can help with identification.
