Faked marks,modern production - India or China,less likely Eastern Europe.

There is a hinge - is it a box (pill box,snuffbox) ?
Looks well made,possibly authentic unmarked and then ‚‚Russified‚‚ with faked marks, or overstruck.Anyway, marks have nothing to do with Imperial Russia (unsuccessful attempt for Moscow).

It has nothing to do with PL #1429. In addition there is no assayer with Latin initials NE, never been. It is a complete fake.

Fedor Ruch worked in St Petersburg.PL marks №№ 1429, 1430.
As I said your marks are faked,most likely on existing item to make it lucrative and ruined it.
Ruch Fedor Andreevich,owner of workshop in St Petersburg, worked for Faberge 1888-1908, in 1899 was recorded to have presented gold products to St Petersburg assay office.Address:Nevsky 44,1910-1914 / Sadovaya 22.PL marks №№ 1429, 1430.
