Unknown Intl Silver Pattern - William Penn Hotel Piece

I can't find this pattern anywhere. I have checked Hagan, as well as a few online sites, but no luck. It is marked "WILLIAM PENN HOTEL" on the handle back, and has what I believe is the hotel's crest on the front. It is also marked "INTERNATIONAL SILVER CO IS SP" on the reverse.

Did silver manufacturers design patterns specifically for hotels/restaurants -- not used anywhere else?

Indeed they did, and not just hotels, restaurants, etc., many well-to-do families had private dies for their flatware and cutlery.
