Need Help Identifying Persian? Turkish? Maker's Mark

Hello,
I have a large ornate oval tray that I've been trying to research. I'm not sure if it's silver or silverplate. It has a maker's mark on the back featuring a bird on a branch with Arabic writing? Hello

The top line reads Mohammed Al Maqah or Al Maqat which must be a family name

The bottom line is not so clear but on the left it appears to read Fes which is a city in Morocco

I am sure this is a Moroccan piece

The last line is jawahrat fes or Jewel of Fes - possibly the name of the company or workshop

There is a national system of silver hallmarking in Morocco but it is very rare to find larger wares made from solid silver
By contrast, silver plated tea wares are still manufactured (especially in Fes) and extensively used in Morocco where mint tea is often served with pancakes and biscuits.
