Try to Identify date and maker

I cant get an image good of the hallmarks, here is a picture of the tongs:



Here are my descriptions of the hallmarks if anyone can help identify them. Ive done my best to describe them how i see them.

1) H W & Co
2) Looks like a 'M' with a line through like Gothic Writing
3) An 'S' Again Gothic Type Writing
4) EP
5) Two Keys Crossed Over, Bottom of keys at bottom going up

That is a silverplate (EP stands for ElectroPlated) mark used by Henry Wilkinson & Company, Sheffield, England.
