This has me stumped

I'm Sure its something simple but I have no idea what it is. It is only marked C or G H Stockwel(l) who is the retailer (not sure where they are located). The pattern is Imperial by L. Boardman Son c.1900. (the company was gone by 1907 I believe)

Looks like a puller rather than a pusher...so maybe some form of cheese rake (not the kind for making cheese)??
