Unknown Hallmark with EPNS

Hello, I’m new to this forum! I found this tray at an antique store and am interested if anyone can identify the maker. I know the photo isn’t greatest quality but it does say “Silverorafi” “N Y” (then the hallmark) and below it says EPNS

The icons appear to be 1) a English Pound 2) a blacksmith 3) fleur de lis
