Item must be marked "Sterling" or "925"

Help with ID Sterling Mark "A"

I recently purchased a leather case with 12 demitasse spoons inside. With the aid of this site I have determined that 10 of them are Frank Whiting Hagie. The other 2 are marked "Patent" what could be a spread wing eagle in a circle, a large "A", a tilted anchor in a circle, and finally the word "Sterling". Any help in identifying the maker would be appreciated!

Thanks so much - somehow I must have glanced right over that when I reviewed the "A's".
