The HF stands for Harrison Fisher.
The S stands for Sheffield, England.
The EP over NS means your piece is silverplated. ElectroPlated on Nickel Silver.
A1 refers to the quality of the silverplate.

In the year 1900 Harrison Fisher started using the mark HF & Co on his silverplate items. So, your piece dates to the last decade of the 19th century.

Regards,
Pat.
