That is a mark used by the Sheffield Silver Company, Brooklyn, New York. Founded in 1908, became a division of Reed & Barton in 1974.
They were known for producing silverplated items. You rarely see their pieces marked sterling. I believe the only times you will is on crystal pieces with a silver lid or base.
