Any help to identify the marks on the teaspoon would be appreciated

It is from Breslau (Wroclaw).

70 = the silver purity, .700
H.J. = the maker Ersnt Rudolph Heinrich Jonas (1838-1885) apprenticed 1852-1858 to Carl Friedrich Korok, working in Halle an der Saale 1860-1870, Breslau Guild member from 1874
Head of John the Baptist over "80" = Breslau city mark & year, 1880
